Tom has extensive experience of statistical analysis in the fields of educational measurement and research. He has undertaken analysis for clients including DCFS/DoE, Ofqual, and DRS.

Tom has been involved in a number of test development projects including some of England’s national curriculum tests with analysis covering areas such as test equating and standards setting. He also helped develop the methodology underlying NFER’s Formative Assessment Service (FAS) allowing teachers to automatically receive feedback from tests detailing both a pupil’s overall level of performance and the areas in which they could benefit from further support. Other measurement related work has included age-standardisation of assessments, and quantifying the reliability and validity of tests.

Tom’s statistical skills have also been applied to a wide range of projects outside the area of assessment including the evaluation of educational initiatives, benchmarking the performance of local authorities and exploring the relative importance of various factors on the wellbeing of children.
