Kelly focuses on undertaking research projects related to 14-19 education and with young people who are not engaging in education or training. She has worked on a range of projects for the DCSF/DfE, Local Government Group, National Strategies, C4EO and the National College. Kelly is skilled at managing both qualitative and quantitative research projects, using a range of different data collection methods. Kelly has recently led a national survey of local authority councillors, a systematic literature review on transitions for C4EO and a rapid review of the evidence on youth engagement in democracy. She has also been involved in the national evaluation of the implementation and impact of Diplomas, research into barriers to participation, and a segmentation study to better understand young people who are not engaging in education or training.
Kelly is currently managing the evaluation of the National Youth Agency’s Engagement Network on behalf of the Local Government Group, and working on the DfE sponsored evaluation of the raising the participation age (RPA) locally-led delivery projects.
