David has extensive experience of undertaking research into youth transitions, 14-19 education, further education, work-related learning and social inclusion. He leads NFER’s submissions to government policy reviews in these areas.
David has designed and directed programme evaluations for a wide range of clients including the Department for Education (and predecessor departments), the Scottish Government, the Learning and Skills Council and the Local Government Group. He has directed numerous research projects including studies of the 14-19 learning landscape, the 16-19 funding transfer, collaborative practice between local authorities and further education, NVQ take-up and delivery, Entry to Employment, Apprenticeships, training allowances, and provision to re-engage young people not in education, employment or training. David currently directs the national evaluations of Diplomas and the Gaining Ground Strategy.
